經濟學家證明:AI 可能摧毀消費需求,唯一解方是「自動化稅」

兩位在頂尖學府任教的經濟學家發表了一篇令人不安的數學論文——他們用嚴謹的模型證明了一件幾乎沒人敢說出口的事:如果企業繼續理性地用 AI 取代人力,最終會把整個經濟體系拖入需求崩潰的深淵。

論文核心發現

這篇題為〈The AI Layoff Trap〉(AI 裁員陷阱)的論文,由賓州大學華頓商學院的 Daniel Falk 與波士頓大學的 Ioannis Tsoukalas 共同撰寫,於 2026 年 3 月 2 日經同儕審查發表。

論文的結論只有一句話,卻令人不寒而慄:

「在極限情況下,企業透過自動化實現了無限的生產力提升,但也同時將需求推向零。」

換句話說:一個能生產一切、卻沒有人買得起的世界。

致命的迴圈

這個邏輯其實很直觀:

1. 一家公司裁掉 500 名員工,用 AI 取代

2. 競爭對手為了保持成本優勢,裁掉 700 人

3. 另一家公司跟進,裁掉 1,000 人

4. 每家公司的決策都是「理性的」,都符合股東利益

5. 但被裁掉的員工同時也是消費者——他們停止消費

6. 需求下降 → 企業進一步裁員降本 → 需求進一步下降

7. 這個死迴圈沒有自然出口

研究團隊測試了所有常見的解決方案:全民基本收入(UBI)、資本所得稅、員工持股計劃、技能再培訓、企業協調協議……在他們的數學模型中,每一項都宣告失敗。

唯一奏效的解方:徵收「自動化稅」(Pigouvian automation tax)——每當企業用 AI 取代人類員工時,就按受影響的工作任務徵稅,迫使企業在做出決定前,將自身破壞的需求外部性內部化。

這不是純理論。現實數據已經開始追蹤這條曲線:

為什麼「自動化稅」這麼難推行?

截至目前,沒有任何國家實施這種稅制。沒有任何主要經濟體認真討論過它。原因很簡單:

1. 競爭壓力:如果 A 國徵收自動化稅而 B 國不徵,企業會遷往 B 國

2. 定義困難:什麼是「自動化」?升級 ERP 系統算嗎?引入聊天機器人客服算嗎?

3. 政治阻力:科技巨頭是重要的政治捐獻者和就業創造者

4. 意識形態分歧:自由市場派認為政府不應干預企業的技術投資決策

更廣闊的圖景

這篇論文的价值不在於提出了一個可行的政策方案,而在於它用嚴格的數學語言,把一個長期被忽視的矛盾表達清楚了:

個別理性 ≠ 集體理性

每個企業用 AI 取代人力都是合理的。但当所有企業同時做出同樣的合理決策時,結果卻是災難性的——因為沒有人消費,生產力再高也沒有意義。

這不僅是 AI 的問題,也是所有技術革命的經典困境。工業革命初期也曾出現「機器破壞論」(Luddite movement),但最終新產業創造了大量就業。然而 AI 與過去的任何技術都有本質不同:它取代的不只是體力勞動,還有智力勞動。

Falk 和 Tsoukalas 的論文提醒我們:在追逐 AI 進步的同時,必須認真思考它的宏觀經濟後果。如果「自動化稅」真的難以實施,那麼也許我們需要重新思考社會契約本身——在一個生產力極高但就業極低的世界裡,財富如何分配?價值如何定義?人生有何意義?

這些問題不會因為我們不討論它們就自動消失。
